Mark Boxer

Government Healthcare Solutions

Mark Boxer is Senior Vice President and Group President, Government Healthcare Solutions, responsible for an organization that is a national leader in the administration and delivery of healthcare programs and services, helping government entities improve the accessibility, quality and affordability of health care.

Previously, Boxer served as senior vice president of Global Technology Services for ACS, overseeing the Offices of the Chief Information Officer (CIO), the Chief Administrative Officer, the Chief Information Security Officer (CISO), the Systems Integration/Implementations Group, and ACS’ Offshore Application Centers.

Boxer joined ACS from WellPoint, where he served as president and CEO of the Operations, Technology and Government Services business unit. Earlier, he held various leadership roles at that company including chief operations and technology officer, chief information officer, president of Consumer Health Plans, and chief strategy and business development officer.

Prior to this, Boxer served as senior vice president of information technology and eCommerce at CIGNA HealthCare, chief information officer and previously as vice president of technology operations at Healthsource, and in executive roles at HP. Boxer’s career began at Northeast Utilities in engineering and operations management.

Boxer serves on the boards of both the University of Connecticut Foundation and the Stevens Johnson Syndrome Foundation. He is an advocate and professional champion for advancing the employment of the disabled, receiving the prestigious Tony Coelho Americans with Disability Act (ADA) Award in 2007 and the American Association of People with Disabilities (AAPD) “Justice for All” Award in 2008, an honor he shared with two members of Congress.

Boxer received a Master of Business Administration degree from the University of Connecticut, a Master of Science degree in information systems from Drexel University, a Bachelor of Science degree in engineering and a Bachelor of Arts degree in physics from the University of Hartford. He has served as a senior fellow in the Center for Health Systems Research at the University of Connecticut, and on the adjunct faculty.
